SILO Repeal, Penny Replacement, Property Tax Reform and “Buy Iowa” Proposal
Today, education is perhaps the most important function of state and local governments. Compulsory school attendance laws and the great expenditures for education both demonstrate our recognition of the importance of education to our democratic society. It is required in the performance of our most basic public responsibilities, even service in the armed forces. It is the very foundation of good citizenship. Today it is a principal instrument in awakening the child to cultural values, in preparing him for later professional training, and in helping him to adjust normally to his environment. In these days, it is doubtful that any child may reasonably be expected to succeed in life if he is denied the opportunity of an education. Such an opportunity, where the state has undertaken to provide it, is a right which must be made available to all on equal terms.

The SILO repeal, penny replacement, property tax equity and buy Iowa bill key messages. This bill provides:
- Fair per-pupil school infrastructure sales tax revenues to every district.
- Long-term bonding capacity so districts can plan, access lower interest rates, and make good, long-term decisions that balance the needs of children and taxpayers .
- Property tax equity and relief for taxpayers paying the highest additional levies in the state.
- Property tax relief by raising the state foundation level with remaining sales tax revenue.
- Protection to school districts and taxpayers by requiring a 2/3rd majority of a future legislature to change the purpose of the state penny.
- A level playing field for main street Iowa retailers by applying the penny sales tax to out-of-state purchases (encourages Iowans to “buy Iowa”.)
- Safe, modern instructional facilities so all Iowa teachers and students are in classrooms that promotes student learning.
- Energy savings and efficiencies due to new construction or upgrades, so utility costs savings are shifted to instructional needs, such as teachers, textbooks, etc.
