Congratulations! Thank you voters for the great turn-out yesterday for the election of the new Revenue Purpose Statement. It is wonderful that each of you took the time to make sure our children get the quality schools they deserve!

What tax is this?

  • This is the tax that many people refer to the 1 cent sales tax. In FY 2008, the Local Option Sales Tax (LOST), also known as the School Infrastructure Local Option Tax or SILO Tax was converted to a sixth penny of state sales and use tax.  
    The state extended from the year 2022 to 2029 for the sunset of the tax.  It was changed from a county based election to a district wide election allows districts to have one set of ballot language governing expenditures.  

Are you asking for another tax?

  • No, this is a current sales tax across the state of Iowa. The board is asking for the ability  to use the funds the way it has in the past by passing the Revenue Purpose Statement. 

What is a Revenue Purpose Statement?

  • It is language that guides how the dollars collected by the LOST can be used. 

Where and when do I vote?

  • Voting will take place on September 14th at the Farragut City Hall. 
    You can obtain absentee ballots from the Auditor’s Office in the Fremont County Courthouse.

When does the current RPS expire and how long will this last?

  • Existing SILO or Revenue Purpose Statement expires on December 31st, 2010.
    State Penny Revenue continues until Dec. 31, 2029 by state law.

What can the district use the funds for?

  • To provide funds for property tax relief.
  • To provide funds to build and furnish a new school building or buildings; to build and furnish addition(s) to school buildings in the District; to remodel, repair, expand, and improve the school buildings in the District; to purchase and improve grounds; for demolition work; to furnish and equip district facilities.
  • To provide funds for the purchase, lease or lease-purchase of buildings or equipment (including transportation, technology and recreation equipment) as authorized by law, to implement energy conservation measures, sharing or rental of facilities, procuring or acquisition of libraries, or opening roads to schoolhouses or buildings.
  • To provide funds for emergency repairs to respond to natural disasters, such as fire, wind damage, flood; unanticipated mechanical, plumbing, structural, roof, electrical system failures; environmental remediation; or to respond to changes in demographics that require construction of additions or improvements to school buildings or new school buildings.
  • To provide funds to establish and maintain public recreation places and playgrounds; provide for supervision and instruction for recreational activities; or for community education purposes; and other authorized expenditures and purposes as now or hereafter permitted by law and designated by the Farragut Community School District.
  • To provide funds for the payment of principal and interest or retirement of general obligation bonds issued for school infrastructure purposes, energy improvement loans, loan agreements authorized by Iowa Code section 297.36, sales, service and use tax revenue bonds issued under Iowa Code section 423E.5.

Farragut Community School District

Pursuant to the provisions of Section 423F.3, Code of Iowa, the Farragut Community School District hereby adopts and submits to the Commissioner of Elections of  Fremont County, Iowa, this Revenue Purpose Statement to be submitted to the electors at an election to be held September 14, 2010.

Money received by the Farragut Community School District from the State of Iowa secure an advanced vision for education fund may be spent for any one or more of the following purposes:

To provide funds for property tax relief.

To provide funds to build and furnish a new school building or buildings; to build and furnish addition(s) to school buildings in the District; to remodel, repair, expand, and improve the school buildings in the District; to purchase and improve grounds; for demolition work; to furnish and equip district facilities.

To provide funds for the purchase, lease or lease-purchase of buildings or equipment (including transportation, technology and recreation equipment) as authorized by law, to implement energy conservation measures, sharing or rental of facilities, procuring or acquisition of libraries, or opening roads to schoolhouses or buildings.

To provide funds for emergency repairs to respond to natural disasters, such as fire, wind damage, flood; unanticipated mechanical, plumbing, structural, roof, electrical system failures; environmental remediation; or to respond to changes in demographics that require construction of additions or improvements to school buildings or new school buildings.

Section 3.  That an election is called of the qualified electors of the Farragut Community School District in the County of Fremont, on Tuesday, September 14, 2010.  The following Proposition is approved, and the Secretary is authorized and directed to submit and file the Proposition for the Ballot with the Fremont County Commissioner of Elections not less than forty-six days prior to the date of the special election:

Summary:  To adopt the revenue purpose statement to authorize the expenditure of revenues from the State of Iowa secure an advanced vision for education fund received by the Farragut Community School District.

 

In the Farragut Community School District, the following Revenue Purpose Statement which specifies the use of the sales, services and use tax funds from the State of Iowa secure an advanced vision for education fund for school infrastructure (penny sales, services and use tax for schools) shall be adopted:

 

To provide funds for property tax relief.

 

To provide funds to build and furnish a new school building or buildings; to build and furnish addition(s) to school buildings in the District; to remodel, repair, expand, and improve the school buildings in the District; to purchase and improve grounds; for demolition work; to furnish and equip district facilities.

 

To provide funds for the purchase, lease or lease-purchase of buildings or equipment (including transportation, technology and recreation equipment) as authorized by law, to implement energy conservation measures, sharing or rental of facilities, procuring or acquisition of libraries, or opening roads to schoolhouses or buildings.

 

To provide funds for emergency repairs to respond to natural disasters, such as fire, wind damage, flood; unanticipated mechanical, plumbing, structural, roof, electrical system failures; environmental remediation; or to respond to changes in demographics that require construction of additions or improvements to school buildings or new school buildings.

 

To provide funds to establish and maintain public recreation places and playgrounds; provide for supervision and instruction for recreational activities; or for community education purposes; and other authorized expenditures and purposes as now or hereafter permitted by law and designated by the Farragut Community School District.

It being understood that if this proposition should fail to be approved by the voters, such failure shall not be construed to terminate or restrict authority previously granted by the voters to expend receipts from the secure an advanced vision for education fund. 

If approved, this Revenue Purpose Statement shall remain in effect until replaced or amended by the Farragut Community School District.
