Physical Plant Committee

November Meeting Minutes

by Mr. Lutt

November 29, 2005

November 28, 2005

5 p.m.

Committee Members Present:

Rob Lightfoot, Community Member/Board Member

Larry Head, Community Member/Employee

Pat Rucker, Director of the Physical Plant

Jay D. Lutt, Superintendent

Guests

Bruce Rasmussen, President & CEO of Rasmussen Mechanical Services

Rod Vannordstrand, Sales Representative -- Council Bluffs

Committee Notes:

Representatives from Rasmussen Mechanical Services were invited to discuss the possibility of their company working with Farragut in our heating and cooling needs.

Traditional program begins with hiring an architect that will develop plans. A bidding process would be established with the district taking the lowest bid. The work will be completed with extra costs in the end and for years down the road. The architect normally costs 15% of the project.

Ownership Model by Rasmussen: Rasmussen works to develop a program for the district and finds funding to assist the district (Iowa Energy Bank). They hire an Architect to use their plan. All prices are disclosed to the district. It is sent to bids that Rasmussen hopes their plan will be selected. Energy conservation will be used to offset costs.

District Needs Outlined by Committee

  1. New boiler system (Environmental and Energy Efficient)
  2. Cooling system in all the buildings except Ag/Auto
  3. 3-5 year process working from the high school to the elementary

Rob's Question: Will air conditioning in the Elementary work?

Options:

  • Geothermal/Heat Pump (Depending on the water table.)
  • Fluid Tower/Heat Pump
  • Mini-Splits: Air in each room
  • Air handler and duct work
  • Fan Coil/Chiller: Like Sidney's Elementary

Pat's Question: Can we go from 12 boilers to 1 in the Elementary/High School and what waste is there with the current steam boiler?

  • A hard look will be taken at installing a new boiler system. Grants are only given to districts looking at energy efficiency. The current boiler could be converted to hot water.
    • Current Fuel to Steam Efficiency       65%
    • New Hot Water Boiler                      96%

Timeline:

  • Rasmussen will send a letter of intent for the board to sign.
  • They would need a complete history of natural gas and electricity for the last three years from us.
  • They will spend time in the building before January.
  • We would look at options at another meeting.
  • They will develop a plan from those options and look for funding.
  • Next Step: Drawing up the plans.
